No, hoof and horn buttons are not the same thing when it comes to buttons, but they are both made from keratin, a strong protein found in animal parts. For the purpose of cleaning we address them one and the same.
Horn consists of the same material as hair, hooves, and fingernails. Hooves are often referred to as horns in certain genres, but they are not technically horn buttons. Hooves are made of keratin and encase the toes or feet of an animal. Horn and hoof are somewhat more durable than bone and ivory.
So using the same cleaning methods for both when the surface is intact and not delaminating (splits apart into layers).
